Each university directly (UAE nationals: the national registration system)
Rolling; NYU Abu Dhabi 5 Jan 2027, Khalifa early March
AED 60k–110k a year at private universities; federal ones free for Emiratis
"2027 entry" means the academic year 2027/28, starting in late August 2027 (AUS: first day of classes 23 August 2027). Most universities also take students in January (spring semester).
1. At a glance
- Twelve UAE universities in the QS World University Rankings 2027: Khalifa University (Abu Dhabi) 147th, UAE University (Al Ain) 217th, American University of Sharjah =258th, University of Sharjah =283rd, Abu Dhabi University 348th, Ajman University 397th, then Al Ain, Zayed, AURAK, Canadian University Dubai, American University in Dubai and University of Dubai. 1
- No central system for expatriates: each university is applied to directly, usually online and often on a rolling basis. UAE nationals (and children of Emirati mothers) apply through the Ministry of Higher Education and Scientific Research's National Unified Registration System. 2,3
- One step every non-Emirati-curriculum student must plan: the Ministry of Education certificate of equivalency for the school certificate (IB, A levels, American, CBSE, French bac…), whether the school is in the UAE or abroad. 4,5
- EmSAT is no longer required for university admission (cancelled for Grade 12 in November 2024); universities set their own criteria, mostly school grades plus IELTS or TOEFL. 6
- Mostly English-taught, mostly private and fee-paying: about AED 60,000–110,000 a year at private and branch campuses (AUS AED 110,876 in 2026-27); federal universities and NYU Abu Dhabi are free for Emiratis. 7,9,10
- International branch campuses (NYU Abu Dhabi, Sorbonne Abu Dhabi, Heriot-Watt, Middlesex and Birmingham in Dubai…) award the home university's degree. 11
2. The system
- Federal (government) universities: UAE University (Al Ain), Zayed University (Abu Dhabi and Dubai) and the Higher Colleges of Technology, mainly for Emiratis; Khalifa University (Abu Dhabi) is government-funded and open to international students with scholarships. 2,8
- Private universities licensed by the Ministry of Higher Education (MoHESR): American University of Sharjah, University of Sharjah, Abu Dhabi University, Ajman University, American University in Dubai, Canadian University Dubai, University of Dubai…, most of them on the US credit-hour model (about 120–140 credits, 4 years; engineering often longer).
- International branch campuses: in Abu Dhabi (NYU Abu Dhabi, Sorbonne University Abu Dhabi) and in Dubai's free zones (Dubai International Academic City, Dubai Knowledge Park): Heriot-Watt, Middlesex, University of Birmingham, University of Wollongong, Murdoch and others. They follow the home country's model (a 3-year UK bachelor's, a 4-year US one) and are licensed by the emirate (KHDA in Dubai's free zones) or by MoHESR. 11
- Language: almost all programmes are taught in English; some programmes (Arabic studies, Sharia and law, some education degrees) are in Arabic; Sorbonne Abu Dhabi teaches mostly in French.
- Medicine: a 6-year school-leaver programme at a few universities (UAE University, University of Sharjah, Mohammed Bin Rashid University in Dubai, Gulf Medical University in Ajman); Khalifa University's MD is a graduate-entry programme. Places for non-Emiratis are limited and fees high.
3. How to apply
- Expatriate and international students: apply on each university's own portal (AUS apply.aus.edu, Khalifa University online application, NYU Abu Dhabi through the Common App), with:
- UAE nationals: register on the National Unified Registration System (MoHESR, UAE Pass login), which covers about 65–74 public and private institutions; Khalifa University asks Emirati school leavers to apply only through it. Offers are accepted on the same portal (by 11 August in the 2025 cycle). 2,3,12
- Admission criteria: set by each university since EmSAT was dropped: mainly the school average (AUS: 85% or more in the final year, or in the best two of the last three years, as a guideline) and the required subjects (AUS engineering: maths and physics at grade B or more). 6,7
- NYU Abu Dhabi: highly selective, holistic (essays, recommendation, activities), test-optional through the 2027–2028 cycle, with a Candidate Weekend by invitation as the second step. 10
4. Timeline (2027 entry)
Mirrored in deadlines tool. Most universities admit on a rolling basis: apply early, especially for engineering and for housing.

5. Entry requirements for foreign qualifications
Every school certificate except the UAE's own General Secondary Certificate needs the Ministry of Education certificate of equivalency, including certificates from private schools inside the UAE.
| Qualification | Treatment | Status |
|---|---|---|
| IB Diploma | Accepted; IB 28–30 opens most private universities (Ajman: 28/45); much more at NYU Abu Dhabi and Khalifa | 13 |
| A levels (British curriculum) | Accepted with IGCSE / GCSE; the most selective courses ask for B grades or better in maths and sciences | 7,13 |
| US high-school diploma | Accepted with a B / 85% average at AUS, plus SAT Math 450 (mandatory at AUS) | 7 |
| Indian CBSE / ISC, French bac, other national diplomas | Accepted with the equivalency; AUS reads them as an average of 85% or more in the final year | 7 |
| UAE General Secondary Certificate (Emirati curriculum) | No equivalency needed; the Advanced stream is expected for engineering and sciences | 7 |
- Equivalency in practice: register on the Ministry of Education site (Certificate Equivalency service), upload the attested certificate and transcripts, apply at least two months before the first day of class. Universities let students start under a conditional contract while it is pending, but the equivalency must be in within the first semester. 4,5
- Attestation from abroad: school or education authority → notary → foreign ministry of the country of study → UAE embassy → UAE Ministry of Foreign Affairs. Start before leaving the country. 5
- Private schools in the UAE: the certificate qualifies for equivalency when the school is licensed, the certificate opens university in its own country, and Arabic (for Arab students) and Islamic Education (for Muslim students) were passed in Grades 10–12. 14
- Admission benchmarks (used by the chances tool): AUS 85% average as a guideline (official); Khalifa University and UAE University: strong averages and maths / science grades, no published cut-off; NYU Abu Dhabi: no published rate, commonly estimated well under 10%.
6. Language requirements
- English for most programmes: IELTS Academic 6.5 or TOEFL iBT 80 at AUS (EmSAT English 1550 still accepted there for transfer students); students from English-medium schools may be exempt at some universities, so check each one. 7
- NYU Abu Dhabi: an English test unless the last three years were taught entirely in English. 10
- Arabic: needed only for Arabic-taught programmes; Arabic is part of the Emirati curriculum.
7. Costs
| Item | Amount | Status |
|---|---|---|
| AUS tuition 2026-27 (all majors, 12–16 credits) | AED 110,876 a year (AED 55,438 a semester) + lab / technology fees per course | 9 |
| Khalifa University list tuition | AED 2,500 a credit hour (about AED 81,250 a year); full tuition for UAE nationals; international students get scholarship tiers from full tuition to 25% | 8 |
| NYU Abu Dhabi 2026-27 | tuition $68,574, full cost of attendance $90,434; need-based aid for non-Emiratis, a full scholarship for every admitted Emirati | 10 |
| Other private universities (Abu Dhabi University, Ajman, AUD, Canadian University Dubai) | about AED 50,000–108,000 a year | 15 |
| Branch campuses | Middlesex Dubai about AED 63,000; Sorbonne Abu Dhabi AED 34,500 a semester; Heriot-Watt Dubai about AED 68,000–82,000; Birmingham Dubai about AED 109,000–157,000 | 11,16 |
| Living costs (renting) | about AED 3,500–6,900 a month in Dubai (Birmingham Dubai's estimate: AED 6,860 with a single room); less in Sharjah and Al Ain; AUS halls AED 7,000–15,000 a semester | 9,17 |
| Student residence visa (university-sponsored) | about AED 3,000–7,000 with Emirates ID, medical test and deposit | 18 |
| Health insurance | compulsory; AUS plan I AED 600 a semester, NYU Abu Dhabi $2,416 a year | 9,10 |
8. Funding and financial aid
- UAE nationals: free tuition at the federal universities and Khalifa University (with free housing and transport for eligible students), the Sheikh Mohamed bin Zayed NYUAD Scholarship for every admitted Emirati, and the MoHESR National Scholarship Programme to Study Abroad. 2,8,10
- NYU Abu Dhabi: need-based aid for all other applicants (CSS Profile by the deadline of each round). 10
- Merit scholarships: most private universities give 10–100% tuition awards on grades (AUS Sheikh Khalifa Scholarship: full tuition from a 3.25 GPA once enrolled; family grants up to 55% for siblings; Birmingham Dubai up to 30%). 7,16
- Golden Visa for outstanding students: a 5-year residence visa for high-school achievers and a 10-year one for top university students (certificates of excellence and a recommendation letter). 19
9. Visas and immigration
- Children of residents: expatriate parents can keep sponsoring their sons up to age 25 (and unmarried daughters with no age limit), so a child living in the UAE usually needs no student visa. 20
- Students from abroad: a student residence visa sponsored by the university (or a parent or relative in the UAE), with a medical test, Emirates ID and UAE health insurance. 18
- Emirati men: national service of 11 months after secondary school (3 years without the certificate); AUS asks Emirati male applicants for proof of completion or exemption. 7,21
- After graduation: graduates move to a work visa through an employer; top graduates may qualify for the Golden Visa. 19
10. Traps and tips for cross-border families
- Start the equivalency and attestations early: the Ministry of Education equivalency is required for every non-Emirati school certificate, even from a British or IB school in Dubai, and attesting a certificate from abroad takes weeks.
- Check the licence and the degree: a branch campus awards the home university's degree, but its recognition in the UAE (for government jobs or further study) depends on the institution's licence (MoHESR or, in Dubai's free zones, KHDA). Check it before enrolling.
- Rolling admission rewards early applicants: AUS asks applicants to apply before the deadline because seats in popular majors fill up.
- Emiratis and expats follow two routes: Emiratis register on the national system and study free at federal universities; expats apply directly and pay fees, even when born in the UAE.
- Budget the whole degree in AED, not one year: fees rise most years and engineering programmes often take more than 4 years of credits.
- NYU Abu Dhabi is closer to a US Ivy than to a local university: apply through the Common App with US-style essays, by 1 November (Early Decision I) or 5 January.

12. For parents: is the UAE right for my child?
- Strong in: engineering and computer science (Khalifa, AUS), business (AUS, AUD, branch campuses), architecture and design (AUS), liberal arts and sciences (NYU Abu Dhabi). Khalifa University is 147th worldwide in QS 2027, the first UAE university in the world top 150. 1
- Why families choose it: studying close to home (or at home), English-taught degrees from US-accredited or British universities, a branch campus degree at a lower total cost than abroad, and free tuition for Emiratis.
- Budget: about AED 60,000–110,000 a year in tuition at private universities and branch campuses (≈ €15,000–27,000), plus living costs if the child does not live at home. NYU Abu Dhabi's full cost is about $90,000 a year before aid. See How much will it cost?.
- Best for: expatriate families settled in the UAE, Emiratis, and families in the Gulf, India or Africa looking for an English-taught degree in a safe, international city.
- Think twice if: the child wants a research-intensive campus with a deep choice of courses (the ranked UAE universities are young and mostly small), or plans a career where the degree's recognition must be checked first (branch campuses, government jobs).
