The United Arab Emirates has become a real option for a bachelor's degree, not only for Emirati families: twelve UAE universities are in the QS World University Rankings 2027 (Khalifa University 147th), and Abu Dhabi and Dubai host branch campuses of New York University, Sorbonne University, Heriot-Watt, Middlesex and the University of Birmingham. For an expatriate family already living in the UAE, the main attraction is simple: the child can study in English, often at home, for a fraction of the cost of a degree in the UK or the US. 1
This guide explains the two admission routes, the paperwork that catches families out, how to compare a branch campus with a local university, and the real cost. The country details (all dates and sources) are in the UAE country guide.
1. Two routes: Emirati or expatriate
| UAE nationals (and children of Emirati mothers) | Expatriate residents and international students | |
|---|---|---|
| How to apply | The National Unified Registration System of the Ministry of Higher Education and Scientific Research (MoHESR), with UAE Pass 2 | Each university directly, online; NYU Abu Dhabi through the Common App 3,5 |
| Fees | Free at the federal universities (UAE University, Zayed University, Higher Colleges of Technology), Khalifa University (full tuition) and NYU Abu Dhabi (full scholarship) 4,5 | Fees at almost every university (AED 50,000–110,000 a year at most private ones); scholarship tiers at Khalifa University, need-based aid at NYU Abu Dhabi 4,5,6 |
| Study abroad | The MoHESR National Scholarship Programme to Study Abroad, through the same system 2 | Home-country funding or university awards |
| Before university | National service for men: 11 months with a secondary school certificate 11 | — |
- Being born in the UAE does not make a child Emirati: an expatriate child born and schooled in Dubai applies as an expat and pays expat fees.
- The exam has changed: the EmSAT is no longer required for university admission (since November 2024). Each university sets its own criteria: the school average, the required subjects and an English test. 7
2. The step most families miss: equivalency and attestation
Every school certificate except the UAE's own General Secondary Certificate needs a Ministry of Education certificate of equivalency to enrol at a UAE university. That includes the IB, A levels, the American diploma, CBSE and the French bac taken at a private school in Dubai or Abu Dhabi. 3,8
- Attest the certificate. From a UAE school: through the Ministry. From abroad: the school or education authority, a notary, the foreign ministry of that country, the UAE embassy, then the UAE Ministry of Foreign Affairs. Start before leaving the country. 8
- Apply for the equivalency online on the Ministry of Education site, at least two months before classes (AUS's rule). 3
- If it is late: universities let students start under a conditional contract, but the equivalency must be in within the first semester, or the enrolment can be cancelled. 3,8
For a private school in the UAE, the certificate qualifies when the school is licensed, the certificate opens university in its own country, and the student passed Arabic (for Arab students) and Islamic Education (for Muslim students) in Grades 10 to 12. Check this early in Grade 10. 9
3. Branch campus or local university?
| Local universities (Khalifa, UAE University, AUS, Sharjah, ADU, AUD…) | International branch campuses (NYU Abu Dhabi, Sorbonne, Heriot-Watt, Middlesex, Birmingham…) | |
|---|---|---|
| Degree | Awarded by the UAE university; MoHESR-licensed and often US-accredited (AUS, AUD) | Awarded by the home university (an NYU, Sorbonne or Birmingham degree) |
| Model | Mostly US: about 4 years of credit hours, major chosen within a college | Home model: 3-year UK bachelor's, 4-year US, 3-year French licence |
| Teaching | English (some Arabic programmes) | English; mostly French at Sorbonne Abu Dhabi |
| Selectivity | Khalifa and AUS engineering competitive; most others accessible with good grades | NYU Abu Dhabi as selective as a top US college; most others accessible |
| Typical tuition (2026-27) | AUS AED 110,876; Khalifa list price ≈ AED 81,250 with scholarship tiers; others AED 50,000–108,000 | Middlesex ≈ AED 63,000; Sorbonne AED 69,000; Heriot-Watt ≈ AED 68,000–82,000; Birmingham ≈ AED 109,000–157,000; NYU Abu Dhabi $68,574 before aid |
- What to check on a branch campus: that the degree is the home university's own degree (same title as at home), whether a semester or a transfer to the home campus is possible, and the institution's UAE licence (MoHESR, or KHDA in Dubai's free zones). The licence matters for government jobs and for further study in the UAE. 10
- What to check on a local university: the programme's accreditation (for engineering, an international accreditation is a plus), the English-test rule, and how many credits the degree really takes.
4. The real cost
| Situation | Per year (2027-28 estimate) |
|---|---|
| Emirati at a federal university, living at home | tuition free; living costs only |
| Expat at a private university, living at home in the same emirate | AED 50,000–110,000 tuition ≈ €12,000–27,000 |
| Expat or international student renting in Dubai | tuition + about AED 42,000–83,000 living (AED 3,500–6,900 a month) |
| NYU Abu Dhabi before aid | about $90,000 (cost of attendance 2026-27) |
- Living at home is the big saving: the UAE is not cheap to rent in, but most families already have the home. 12
- Fees rise most years (AUS's tuition is published each year; branch campuses usually fix the first-year fee for the whole course, as Birmingham Dubai does). 6,10
- Merit awards are common at private universities (10–100% of tuition) and can be applied for at admission; ask each university.
- Our cost calculator has a UAE profile with the fee status "UAE national" or "expat resident or international", and the cities.
5. The residence visa
- A child living with expatriate parents can stay on the parents' sponsorship: sons up to age 25, unmarried daughters without an age limit. No student visa is then needed. 13
- A student coming from abroad gets a student residence visa through the university (medical test, Emirates ID, UAE health insurance; about AED 3,000–7,000 in all). 14
- Top students may qualify for the Golden Visa (5 years for high-school achievers, 10 years for top university students). 15
6. Calendar for 2027 entry
| When | What |
|---|---|
| Grade 10–11 | Check the subjects (maths and physics for engineering, biology and chemistry for medicine) and, in a UAE private school, Arabic and Islamic Education for the equivalency |
| Summer 2026 | IELTS or TOEFL (AUS: IELTS 6.5 or TOEFL iBT 80); SAT if a US diploma (AUS: SAT Math 450) |
| From 22 Oct 2026 | AUS accepts applications for Fall 2027 (rolling) |
| 1 Nov 2026 / 5 Jan 2027 | NYU Abu Dhabi Early Decision I / Regular Decision |
| Mid-Nov 2026 – early Mar 2027 | Khalifa University window (2026-cycle dates) |
| Spring – summer 2027 | UAE nationals: national registration system |
| From June 2027 | Attestation and Ministry of Education equivalency (at least two months before classes) |
| Late Aug 2027 | Classes start (AUS: 23 August) |

7. Checklist for parents
- Which route? Emirati (national system, free federal places) or expat (direct applications, fees).
- Equivalency: is the school certificate eligible, and are the Arabic / Islamic Education conditions met? Plan the attestation.
- Two or three universities of different selectivity: for example Khalifa or NYU Abu Dhabi as an ambitious choice, AUS or a branch campus as a good match, a private university with rolling admission as a safer choice.
- English test booked in time, or proof of exemption.
- Budget for the whole degree in AED, and whether the child lives at home.
- Licence and degree of a branch campus checked.
- Compare with abroad: the same profile may also fit the UK, Canada or the Netherlands. Our country finder and chances tool include the UAE.
