"2027 entry" means the academic year 2027/28, starting in August 2027. Most first-year undergraduates join in August.
1. At a glance
- World-class and English-taught: NUS is 8th in the QS World University Rankings 2026 (the highest in Asia) and NTU is 12th. All teaching is in English. 🟡 [S1]
- Apply directly to each university: there is no central platform. NUS, NTU and SMU each run one main window, roughly October/December to February/March for August entry. ⚠️ [S2][S3]
- Selective, grade-driven admission: strong IB, A-level or equivalent results, plus SAT/ACT and APs for US-diploma applicants; some courses add interviews or tests. 🟡 [S4]
- Fees depend on the Tuition Grant: international students can take the government's MOE Tuition Grant (about S$21,400–22,200 a year at NUS for most courses), in exchange for a 3-year work bond in Singapore after graduating. Without it, fees are about S$33,000–45,000. 🟡 [S5]
- Safe, efficient, expensive to live in: living costs are roughly S$1,300–2,000 a month; university housing is the cheapest option. 🟡 [S6]
- Student's Pass for all international students, arranged online after admission. 🟡 [S7]
2. The system
- Six autonomous (public) universities: NUS (National University of Singapore), NTU (Nanyang Technological University), SMU (Singapore Management University: business, economics, law, computing), SUTD (University of Technology and Design), SIT (Institute of Technology: applied degrees) and SUSS (Social Sciences, mostly part-time and adult learners). ⚠️
- Bachelor's degree: usually 4 years (3 years for some general degrees; medicine 5 years; law 4).
- You apply to a specific course (e.g. NUS Computer Science), but the first years are often broad, with room for minors and second majors.
- Medicine is offered by NUS (Yong Loo Lin School: about 280 places a year) and NTU (Lee Kong Chian School of Medicine); places for international students are very limited. 🟡 [S8]
- Private institutions (foreign university branches and partners) also exist, with different rules and often no work rights for students. Check the institution's status. 🟡 [S7]
3. How to apply
- Online application to each university (NUS Applicant Portal, NTU and SMU portals), with:
- school results and forecast or predicted grades (IB, A levels);
- standardised tests where required (SAT/ACT, APs);
- for some courses: personal statement, portfolio, interview or an aptitude test.
- Application fee: charged per university (e.g. about S$20–30 for international qualifications). ⚠️
- Medicine (NUS): applicants with international qualifications or IB forecast results must submit the BMAT or UCAT; shortlisted candidates (about 1,200 for 280 places) take the Focused Skills Assessment. 🟡 [S8]
- Scholarships: universities offer merit scholarships (e.g. NUS, Nanyang and SMU scholarships) with the same application or a separate deadline. 🟡 [S3]

5. Entry requirements for foreign qualifications
Each university lists accepted international qualifications with minimum requirements.
| Qualification | Treatment | Status |
|---|---|---|
| IB Diploma | Accepted; forecast results used for admission. Competitive courses need high scores and specific Higher Level subjects (e.g. NUS Medicine: HL Chemistry and HL Biology or Physics). | 🟡 [S4][S8] |
| A levels | Accepted (the local system is based on A levels) | 🟡 |
| French baccalauréat, European Baccalaureate | Accepted. NUS lists no standardised test and no English test for the European Baccalaureate. | 🟡 [S4] |
| US high-school diploma | Accepted with tests. NUS's 2024 rules: SAT or ACT (with Writing) plus at least 3 APs, or at least 5 APs (grade 3+ each; Calculus BC for some courses). | 🟡 [S4] ⚠️ 2027 rules |
| Other national diplomas | Many accepted (German Abitur, Swiss Maturité, etc.), often with an English requirement | ⚠️ |
- Admission benchmarks (used by the chances tool): NUS indicative grade profiles (A level, 10th percentile of admitted applicants, AY2023/24): Medicine, Law, Computer Science and Business Analytics all AAA/A (three H2 at A, H1 at A). NUS publishes no IB profile (sample too small) and has not set a profile for its new AY2026/27 admission score. 🟡 [S9] ⚠️
6. Language requirements
- English for everything. Applicants whose schooling wasn't in English may need IELTS or TOEFL; others are often exempt. ⚠️ Check the university's list.
7. Costs
| Item | Amount | Status |
|---|---|---|
| Tuition at NUS with the MOE Tuition Grant (most courses, 2026/27) | about S$21,400–22,200 a year (e.g. Computing S$21,400, Business S$22,200) | 🟡 [S5] |
| Tuition without the grant | about S$33,400–44,450 a year | 🟡 [S5] ⚠️ |
| Living costs | about S$1,300–2,000 a month (S$15,000–24,000 a year) | 🟡 [S6] |
| University hostel | roughly S$400–1,200 a month depending on room type | ⚠️ [S6] |
| Student's Pass | processing about S$45 + issuance S$60 | 🟡 [S7] ⚠️ |
- The Tuition Grant comes with a bond: after graduating, the student must work for a Singapore-registered company for 3 years. Families who don't want that commitment pay the higher fee. 🟡 [S5] ⚠️ Confirm the terms with the Ministry of Education.
- Fees have risen about 4–5% a year recently. 🟡 [S5]
8. Funding and financial aid
- MOE Tuition Grant (see above): the main support for international students.
- University merit scholarships (NUS, Nanyang Scholarship at NTU, SMU scholarships): competitive, can cover tuition and living costs, sometimes with their own bond. 🟡 [S3]
- Home-country funding may be usable (rarely for Asia). This will be covered in each country file.
9. Visas and immigration
- Student's Pass for all international full-time students. The university registers the student on ICA's SOLAR+ system; the student completes the online form (eForm 16) and pays the fees. 🟡 [S7]
- Work during studies: up to 16 hours a week in term time at approved institutions, and full time during official vacations. Many private-school students have no work rights. 🟡 [S7]
- After graduation: graduates usually move to a work pass through an employer; Tuition Grant holders must work in Singapore for 3 years anyway. ⚠️
10. Traps and tips for cross-border families
- Think about the bond before accepting the Tuition Grant: 3 years working in Singapore after graduating. Great if the child wants an Asian career; a constraint otherwise.
- One application per university, one main window a year: missing NUS's late-February deadline means waiting a year.
- US-diploma students need tests: plan the SAT/ACT and 3–5 APs early (as for the UK or Germany).
- Medicine is extremely competitive for internationals: about 280 NUS places a year, mostly for Singaporeans.
- Budget the living costs: tuition with the grant is moderate, but Singapore is one of the world's most expensive cities. University housing helps.
- Check whether the school is a public (autonomous) university: private institutions have different rules and often no work rights.

12. For parents: is Singapore right for my child?
- Strong in: engineering, computer science, business and finance (NUS, NTU, SMU), sciences, medicine (very competitive). NUS 8th and NTU 12th worldwide in QS 2026. 🟡
- Why families choose it: top-10 global universities taught in English, a safe and international city, a gateway to Asian careers, and a moderate fee with the Tuition Grant.
- Budget: about S$37,000–46,000 a year with the grant (≈ €25,000–32,000), more without it; ≈ €100,000–130,000 for a 4-year degree with the grant. See How much will it cost?.
- Best for: strong students (top IB/A-level results, or US diploma with SAT and APs) interested in Asia, especially in tech, engineering and business; families in the Middle East or Asia.
- Think twice if: the child doesn't want to commit to 3 years of work in Singapore (Tuition Grant bond) and the budget can't cover the full fee, or the child targets medicine.
